Luiz Inácio Lula da Silva (PT) was reelected president of Brazil on Sunday, October 25, 2026, defeating Flávio Bolsonaro (PL) in the runoff. Reuters and the Associated Press reported the victory based on the electoral authority. Confirmation of the winner does not mean every polling-station return has already been incorporated into the published data files.
In the national TSE snapshot generated at 9:55:11 p.m. Brasília time, Lula had 64,229,885 votes (51.78%), against 59,812,670 (48.22%) for Flávio. The margin was 4,417,215 votes, with 99.96% of polling stations tallied. These figures are a dated snapshot, not a claim that the count was 100% complete.
How the states voted
Lula led in all nine northeastern states, as well as Amazonas, Amapá, Pará and Minas Gerais. Flávio led in the three southern states, São Paulo, Rio de Janeiro and Espírito Santo, the three Center-West states and the Federal District, plus Acre, Rondônia, Roraima and Tocantins. The snapshot therefore showed 13 federal units for Lula and 14 for Flávio.
The number of federal units won does not decide the winner: the presidential election uses the nationwide sum of valid votes, including overseas ballots. Each vote has equal weight regardless of a state’s geographic area.

What stands out
Piauí had Lula’s highest share among the federal units consulted, at 75.88%. Roraima gave Flávio his highest state share, at 72.46%. Minas Gerais was particularly close: 50.40% for Lula and 49.60% for Flávio, with 99.76% of polling stations tallied.
São Paulo had the largest vote total among the listed states: 12,119,274 for Lula and 14,139,178 for Flávio. In Bahia, Lula had 6,484,995 against his opponent’s 2,608,722. These contrasts help explain why the number of states won is not equivalent to the national result.
Overseas voting
Overseas voting is not a federal unit and is shown separately. In the file generated at 9:55:07 p.m., with 96.97% of polling stations tallied, Lula had 194,563 votes (53.63%) and Flávio 168,210 (46.37%). Those votes count toward the national result.
Methodology and transparency
Memória do Gelo consulted the TSE’s public files directly for the presidential runoff, election 6258. State files were generated between 9:51:56 p.m. and 9:55:18 p.m. on October 25. National and state files update at different times, so the table’s sum may differ slightly from the national snapshot. First-round votes were not mixed with runoff votes.
The earlier article about the beginning of the count remains a record of that moment. This report covers the later development: confirmation of reelection and the distribution of votes. The map is a static snapshot and does not update automatically.
